Java SE releases SDK and JRE 1.4.2 have completed the Sun End of Service Life (EOSL) process. Sun recommends that users upgrade to the latest Java SE release. Customers interested in continuing to receive critical fixes on SDK and JRE 1.4.2 are encouraged to migrate to Java SE for Business. I have run across several machines that just will not run newer versions of Java for some reason. You might check this: Open the Java Console, from the Icon in system tray if you have it, or from the Control Panel. On the Java Console, General tab select the Network Settings button and see if Use browser settings is checked.

On Java tab click View button under Java Applications Runtime Settings and see if all are enabled on User and System tabs. On Advanced tab: click the + beside APPLET tag support and see that Internet Explorer is checked. If you don't see the Java icon in the Control Panel, on the right pane click Other Control Panel Options.
